      农民是建设社会主义新农村的主体，培养造就有文化、懂技术、会经营的新型农民是社会主义新农村建设的重要保证。本文分析了新型农民的内涵、农民素质现状和农民教育培训存在的制约因素；提出了依靠政府扶持、动员全社会力量共同参与、重点建设五支队伍、推进“三进村”让农民就地就近接受教育培训、大规模培养造就新型农民的对策和建议。

英文摘要:

      Farmers are the principal part of building a new socialist countryside. It is the basic assurance of building a new socialist countryside to create a new type of farmers who has a good basic education and understands both agricultural techniques and business operations. This paper analyzed the connotation of new type of farmers, current situation of farmers competence and the restricted factor of farmers education and training. The paper also laid out the following countermeasures and suggestions for the training and fostering of new type of farmers：rely on the support form government, mobilize the whole society’s participation, accelerate development of “five contingents” and promote the “Program of Three Entrances into the Villages” of Farmer’s Education and Training in order to make farmers have access to education and training on the spot.
