      公民科学素质建设中利益的复杂性与根本性离不开法律体系的保障，社会主义市场经济的发展、可持续发展战略、“科教兴国”战略和“依法治国”战略的实施，促进了我国社会主义市场经济法律体系的构建与完善，其中与公民科学素质建设相关的法律制度也得以初步建立，并初步形成了公民科学素质建设的法律保障体系。

英文摘要:

      In the course of constructing the scientific literacy of citizens，the complexity and fundamentality of the Interest can hardly work without the law guarantee system．The development of the socialist market economy，the implementation of the strategy of Sustainable Development and“Developing the Country Through Science and Education”and the basic strategy of“Governing the Country by Law”have advanced the establishment and perfection of the socialist market economic law system．This system includes the legal system about constructing the scientific literacy of citizens and it has been initially established．Consequently，the law guarantee system of constructing the scientific literacy of citizens has begun to take shape．
