      分析了我国城市灾害特点及规律，以“北京城市居民危机意识社会调查”分析为例，说明北京市民对灾害的应对能力不强，难以适应“平安北京，安全奥运”的要求。为此集中研讨并提出了有助于提高城市公众安全文化教育的方法及对策。

英文摘要:

      This paper first analyzes the characteristics and rules of civic disaster．Based on the analysis of case of the survery on Beijing citizen's crisis consciousness，the paper considers that the civilians of Beijing have not got sufficient abilities against calamities and are not qualified to the requirements of "peaceful Beijing and safe Olympics"．Therefore, the paper discusses and puts forward methods and policies which will be helpful to strengthen the culture of urban public safety education．
