      未成年人是我国公民科学素质监测的四人重点人群之一。国家及时准确地了解未成年人科学素质状况，是正确认识本国公民科学素质现状之必须。由于未成年人代表国家未来，因此，掌握未成年人科学素质的变化动态也是国家预测未来公民科学素质的重要依据。指标体系的开发是监测的起点，本文通过各种国际对比分析，利用德尔菲法设计一整套适用于我国未成年人科学素质监测的指标体系，为我国未成年人科学素质监测工作奠定了坚实的科学基础。

英文摘要:

      The minor is one of the four key crowds to monitoring the scientific literacy of the citizen in china. The trend of minors' scientific literacy decides the Country's situation of the citizen in the future. Then the first step to monitoring the minor's scientific literacy is to design the relative indicator system. So the paper should discuss how to build a sound anti reasonable indictor system to realize the effect of monitoring the minor's scientific literacy.
