      The paper analysis Problems occurred in the service，management，financial fund，administrative and social supervision after the free opening of popular science educational bases．It also discusses the countermeasures to the matters concerned．Meanwhile，notions are put forward that read as to open freely but not input-free，to open freely but not service-free，or management-free，to open freely but not supervision-free．
