      It is an inevitable requirement on the harmonious and orderly public participation for building a harmonious society. The harmony of the public participation in science and technology policy—making serves to strengthen the harmonious process of science and technology policy—making，to promote public harmonious interaction with the government and the scientists，and to cultivate a more participatory public of sound reason，and so on．Strengthening the harmony of the public Participation in the science and technology policy-making，we need to strengthen the education of a comprehensive public understanding of the science，to perfect the legal system and institution for public harmony participation，to build a participatory culture of science and technology policy-making，and to broaden the social domain for the harmony public participation and so on．
