      作为执政者，领导干部和公务员的科学素质关乎到落实科学发展观和构建社会主义和谐社会的进程。苏州市委和市政府认真贯彻《全民科学素质纲要》，全面落实“领导干部和公务员科学素质行动”，通过探索“菜单式”选学、运用城市文化助推科普、建立多元化培训渠道等机制，完善了“提升素质”的科学传播、教育和普及体系，创造了具有典型意义的提升执政者科学素质的“苏州模式”。

英文摘要:

      As leaders of China, cadres and civil servants’ scientific literacy influences the implementation of scientific thought of development and construction of harmonious society. In implementing the Outline of the National Scheme for Scientific Literacy, municipal government of Suzhou establishes perfect training system through setting up “menu” study model, bringing culture features into play and integrating training methods. By this way, it forms a “Suzhou Model” during the process of promoting the scientific literacy of cadres and civil servants.
