      首先简要介绍了我国科普基础设施发展的总体情况和发展面临的两大主要问题：平衡发展问题和可持续发展问题。然后在此基础上，从资源共享、政策与管理规范、科普人才及理论研究等方面深入分析了导致上述问题产生的深层次原因。最后，从科普基础设施的保障体系、管理机制、新媒体的科普服务能力建设三个方面提出了建议。

英文摘要:

      First, a comprehensive understanding and major problems of infrastructure for popularization of science and technology are discussed; then it tries to find out the reasons of the problems; finally, the suggestions are proposed.
