      通过对我国科普工作的发展和研究现状的梳理，研究了我国科普体系建设在政府规制和社会协同方面存在 的不足：科普规制配套政策缺乏，可执行度不足，科普工作在社会事业发展中受重视程度不够高，资源整合力度不 强，社会各方力量参与科普工作的积极性还没有充分调动等。基于人的全面发展和需求理论、政府社会规制理论、 社会发展理论、科普系统协同发展理论、三阶段理论的支持，构建了我国科普体系建设的政府规制和社会协同发展 路径，提出了科普工作的政策建议：进一步加强政策的制定完善，修订科普法规，明确各类科普力量的职责和要 求；协调社会各方力量，推动共建机制的有效落实，建立“三力”动态反馈的闭合系统，提升科普能力建设。

英文摘要:

      This paper summarizes the development of science popularization in our country and its research status accordingly and studies the government regulation on construction of science popularization system and the deficiencies of the existing system. Based on some theoretical support, the paper establishes the development paths of construction of science popularization system by the government regulation and society coordination, and puts forward some policy suggestions.
