      提升公民科学素质是建设创新型国家和持续提高国家竞争力的基础。自2006年国务院颁布《全民科学素质行动计划纲要（2006-2010-2020年）》以来，在各级政府和相关部门的共同努力下，我国公民科学素质建设取得了长足的进步，公民科学素质发展水平即将进入快速增长的时期。因此在“十三五”时期，抓住我国公民科学素质快速增长的机遇期，充分利用科普信息化等手段，推进重点人群科学素质提升，夯实科学素质共建机制，推动我国公民科学素质水平的跨越提升，实现公民科学素质发展目标。

      To enhance Civic Scientific Literacy is critically important for the building of an innovation-based country and continuously bolstering national core competitiveness. Thanks to the promulgation of the Outline of the National Scheme for Scientific Literacy （2006-2010-2020） by the State Council in 2006, and the concerted efforts made by government institutions at various levels，substantial progress has been made in the improvement of scientific literacy，and it will embark on a new era of rapid development. Therefore，during the 13th five year plan period，great efforts should be made to take advantage of the good opportunities where the index of Civic Scientific Literacy will be increasing exponentially，make full use of informatization in science popularization，make the increasing of scientific literacy for the key targeted people as a prioritized task，as well as make a sharing mechanism for scientific literacy more firmly grounded. It is clear that all the aforementioned efforts will contribute enormously to the development goal set for the improvement of scientific literacy during that period.
