当前国家发展语境下的科普工作转型思考

Reflection on the Transformation of Science Popularization Work under theContext of National Development

      中国社会正发生着发展模式的转型演化，适应新形势的国家发展路径、创新要素与创新战略、公共政策制定立场、创新创业文化建设等层面的调整构建了当前国家发展语境。本文基于国家发展新语境的研判，从科技的全民开放性趋势、公共资源与市场资源一体化转型、移动互联网和信息服务业的快速覆盖、科技普惠和科学普及的全民需求四个层面分析了科普工作转型的新要求，并对科普工作转型目标提出如下建议：一是启动全民科学素质建设资源配置顶层模式设计工程；二是促进消费性科普产业全面发育；三是实施国家级科普服务平台开放共建工程；四是打造“全民创新创业”期待的服务体系与服务模式。

英文摘要:

      Chinese society is undergoing transformation of the development pattern. To adapt to the new situation，adjustments of national development path，innovation elements and innovation strategy，position of public policy making，innovation culture construction and other aspects construct the current national development context. Based on judgments of new national development context，this paper makes an analysis of new requirements for science popularization work transformation：from four levels of science and technology open trend，transformation of public resources and market resources integration，rapid coverage of mobile Internet and information service industry， national demand for inclusive science and science popularization. Besides，following suggestions are put forward for transformation objectives of science popularization work： 1. start project concerning the national scientific literacy construction resource configuration from top design；2. promote development of consumption science popularization industry；3. Implement engineering of the national science popularization service open platform；4. build service system and service pattern for“national innovation and business startups”.
