      现阶段，关于灾害教育课程的相关理论研究较少，实践中也存在一些教材的编撰缺乏科学依据等现 象，缺乏理论支撑的灾害教育教材可能造成另一种“灾难”。鉴于此，选择国外灾害教育课程与教学相关研究 成果加以梳理，希望能有所借鉴、为我所用。同时，开展课程开发研究背景调查，了解灾害教育指导纲要的 需求程度，调研课程形式，提出相关启示。提出课程开发流程与原则：关于课程目标构建，可通过国际比较、 案例研究与教师调查获取；关于课程内容选择，要求源于生活，重视灾害记忆的传承，分析学科发展、社会 需求及学生需求；关于课程编制方法，按照课程编制模式、原则及流程构建系统、开放的灾害教育课程体系； 重视课程评价，使其不断发展完善。

英文摘要:

      There are few researches on disaster education courses. Disaster education textbooks，if not aligning with scientific basis，may cause another disaster when it comes to the compilation of some textbooks. In light of this，the research focuses on education courses. Curriculum development research is principally conducted through international comparison，survey research and case retrieval on teachers. Concerning the construction of curriculum objective，it can be achieved by an analysis of the subject development，the curriculum design method，and developing the disaster education curriculum.
