      评价体系建设是衡量科普支撑大众创业、万众创新（“双创”）成效实现程度和科普能力的重要手段。 通过梳理、分析当前我国科普评价的研究方向与制度等现状，围绕科普条件、科普过程、科普成果、经济融 合四个层面进行指标设计，并通过专家调研对指标进行征询、调整与完善，构建符合当前“双创”发展的科 普工作评价指标，进一步提出构建支撑“双创”的科研机构科普成效评价体系建议，为我国科普工作服务国 家“双创”战略提供政策建议。

英文摘要:

      The construction of evaluation system is an important means to measure science popularization effects and abilities in supporting“Mass Entrepreneurship and Innovation”. This paper examines and analyzes current researches in science popularization evaluation in China，and constructs evaluation indicator system for science popularization in line with“Mass Entrepreneurship and Innovation”. The indicators are designed with reference to four aspects of science popularization， namely，science popularization conditions，science popularization processes，science popularization effects，and integration of science popularization with economy. In the end，the paper proposes to build a science popularization evaluation system for science and technology institutions supporting“Mass Entrepreneurship and Innovation”.
