      结合参与《科学素质纲要（2021—2035 年）》研究编制工作的思考和体会，全面解读这一未来15 年我国公民科学素质建设的路线图，分析其制定的背景和意义，提出以“核心能力”为重点提升不同人群 科学素质，阐述了五大重点人群科学素质提升行动、五项重点工程和组织实施的内容和特点，并对如何贯 彻落实提出建议，以期为更好地贯彻落实《科学素质纲要（2021—2035 年）》提供借鉴。

英文摘要:

      Based on the thinking and experience of the research and preparation of Outline of the National Scheme for Scientific Literacy (2021– 2035) , this article comprehensively interprets this roadmap for the construction of Chinese citizens’ scientific literacy in the next 15 years, analyzes the background and significance of its formulation, and proposes the focus of “core competence” in order to improve the scientific literacy of different groups of people. This article also expresses the content and characteristics of the five key groups’ scientific literacy improvement action, five key projects, and the organization’s implementation. Suggestions are made on how to implement them, with a view to better implementing Outline of the National Scheme for Scientific Literacy (2021–2035).
