《 科学素质纲要(2021—2035 年)》按照科学精神、科学思想、科学方法、科学知识的顺序赋予四
者不同的位置,并把公民的基本科学能力表达为分析判断能力和解决问题能力,以此界定科学素质的新内
涵。它设定未来5 年我国公民具备科学素质的比例超过15%,15 年达到25%,为达此目标,增加了老年人
作为重点人群,调整了两个重点人群的范围,修改了两个重点人群科学素质提升的内容,提出提升科普供
给效能的5 项措施。《科学素质纲要(2021—2035 年)》切实可行,但在判定实施效果上仍然面临挑战。 |

Outline of the National Scheme for Scientific Literacy (2021–2035) gives different priority in
orders to scientific spirit, scientific thought, scientific method and scientific knowledge, and defines the new
connotation of scientific literacy by expressing citizens’ basic scientific ability as analysis and judgment
ability and problem-solving ability. According to the new plan, more than 15 percent of the population
will have scientific literacy in five years and 25 percent in 15 years. In order to achieve this goal, the new
plan adds the elderly as the key group, adjusts the scope of the two key groups, modifies the content of the
scientific quality to improve of the two key groups, and puts forward five measures to provide the supply
efficiency of science popularization. The new plan is feasible, but there are still challenges of assessment the
effectiveness of its implementation. |
