      以相关部门和机构发布的科普政策文件为研究对象，对各项政策文本中科技工作者从事科普工作的有关规定进行调研和梳理，抽取核心关键词绘制政策内容的知识网络图谱，分析和揭示我国科技工作者 科普政策的现状与构成要素。研究结果显示，科技工作者科普工作的政策要素可从科普前置阶段、科普过程阶段、科普后续阶段三个流程，以及外部环境与自身行动两个维度，归纳概括为项目要求、激励机制、组织动员、能力培训、机构支持、经费保障等17 项构成要素，同时从顶层设计、合作机制、角色定位、内容体系、传播模式等方面对未来科普政策规划和修订完善提出展望和建议。

英文摘要:

      This paper attempts to investigate and sort out the science popularization policies issued by relevant departments and institutions in China, and analyze the contents of various policies about scientific and technical workers engaging in science popularization. Firstly, core keywords are extracted to draw the knowledge network map of policy content, focusing on the three processes of pre-stage, process and followup stage of science popularization. This paper summarizes the content elements framework of public science popularization policy from two aspects, and interprets each element in detail. Finally, the paper puts forward the prospect and suggestions for the future policy from the top-level design, cooperation mechanism, role positioning, content system, communication mode and other aspects in order to provide theoretical basis and decision support for the revision and improvement of science popularization policies.
