      新媒体背景下科普的主体、渠道和模式都发生了巨大变化，新媒体既为科普工作注入了生机和活 力，也在传播实践中带来了新的问题。时值《科普法》修订的机遇期，本着“问题导向”的原则对新媒体 带来的科普新发展进行研究，探讨如何通过法治的完善保障其健康发展，具有重要意义。本文对新媒体背 景下科普的渠道、创作主体和传播模式等核心要素的发展态势和出现的问题进行研究与分析，并在此基础 上对新媒体科普法治保障体系的顶层设计和对相关创作主体和科普渠道的鼓励与约束措施提出具体建议。

英文摘要:

      Under the background of new media，significant changes have taken place in the subjects， channels and models of science popularization，which brings about vigor and vitality into science popularization work，and raises new problems in communication practice. With the opportunity of the revision of the Law on Popularization of Science and Technology ，it is of great significance to study the new development of science popularization brought about by new media based on the principle of“adhering to problem-oriented”，and to discuss how to ensure healthy development through the improvement of law revision. Under the background of new media，this paper studies and analyzes the development trend and emerging problems of core elements such as channels，creative subjects and dissemination modes of science popularization. On this basis，the paper provides a top-level design of the legal guarantee system for new media science popularization and makes specific suggestions on the encouragement and restraint measures of science popularization for the related creative subjects.
