我国科普政策制定主体协同演化研究 ——基于1994—2020 年政策文本的分析

      在“两翼理论”背景下，进一步加强我国科普政策制定主体间协同合作，对于提高科普工作成效具 有重要意义。以我国1994 —2020 年648 项国家层面的科普政策制定主体为研究对象，从政策主体、政策类型、 政策力度三个维度对我国科普政策制定主体协同演化进行量化研究，从中发现：我国科普政策制定主体协同 规模量呈现出由初步发展到快速发展，再到稳步发展的演进趋势；主体协同网络呈现出由“分散- 耦合型” 到“中心- 边缘型”再到“松散型”的演进特征；主体合作网络协同广度和深度不断拓展；促进我国科普政 策制定主体合作协同的保障性制度还需进一步加强和完善。最后结合特征分析，聚焦提升我国不同政府部门 和人民团体在科普政策制定上的主体协同，增强科普政策成效，提出了几点政策建议。

英文摘要:

      Under the background of the“Two-Wings Theory”，it is of great significance to further strengthen the coordination and cooperation among the main bodies of science popularization policymaking in China for improving the effectiveness of science popularization. Taking 648 subjects of science popularization policy making at the national level in China from 1994 to 2020 as the research object， this paper quantified the colletive evolution of issues of science popularization policymaking in China from three dimensions of policy subjects，policy types and policy intensity，and found that: The scale of cooperation of the main body in the formulation of science popularization policy in China shows an evolution trend from“preliminary development”to“rapid development”to“steady development”； The main body cooperative network shows the evolution characteristic from“dispersion-coupling type”to“center-edge type”and then to“loose type”；The scope and depth of cooperation network among major entities are expanding；The supporting system to promote the cooperation and coordination of the main body of science popularization policy-making in China needs to be further strengthened and improved. Finally，based on the analysis of characteristics，several policy suggestions are put forward to enhance the coordination between different government departments and people’s organizations in making science popularization policy in China which could enhance the effectiveness of science popularization policy.
