      本文以新中国成立以来颁布的科普政策为研究对象，根据政策目标、内容和主体等要素进行阶段性 划分，总结我国科普政策体系发展的特征。研究发现，科普政策目标各有侧重，聚焦不同的对象、内容和领 域，推动了国家科普事业的发展。在科普政策的推动和影响下，科普工作也体现出鲜明的历史特征，从以宣 传知识为主的普及工作转向了以素质提升为目标的综合性工作。

英文摘要:

      This study analyzes the science popularization policy issued since the founding of the People’s Republic of China. It summarizes the historical development and characteristics of the science popularization policy system according to the policy objectives and content. The study found that China’s science popularization policies issued in different historical periods have specific objectives，focusing on other ranges and fields and promoting the vigorous development of the national science popularization cause. Under the influence of science popularization policies，science popularization also reflects the historical evolution characteristics，transfer from the science popularization work on scientific knowledge to the comprehensive work aiming at scientific literacy improvement.
