      国家科普体系和国家科普能力建设对于持续提高全民科学素质，实现高水平科技自立自强，满足人民日益增长的科学生活需求，全面建设世界科技强国具有重要意义。本文从“体系”和“能力”的元概念出发，探究了国家科普体系和国家科普能力的概念内涵，从构成要素维度刻画了国家科普体系和国家科普能力的结构框架，即国家科普体系和国家科普能力是一个国家关于科普的一整套系统安排和综合实力的集中体现，并借助“结构－功能”关系视角系统审视了二者间的多元逻辑关系，在这一建制化逻辑进路基础上，提出基于现实、前瞻探究的一套发展路径。

      The construction of the national science popularization system and national science popularization capacity is of great significance for continuously improving the scientific literacy of the entire population, achieving high-level technological self-reliance and self-reliance, meeting the growing scientific living needs of the people, and comprehensively building a world science and technology powerhouse. Starting from the meta concepts of "system" and "ability", this article explores the conceptual connotations of the national science popularization system and national science popularization ability. From the dimensions of constituent elements, it depicts the structural framework of the national science popularization system and national science popularization ability, that is, the national science popularization system and national science popularization ability are a concentrated reflection of a country's comprehensive strength and systematic arrangement on science popularization, And with the help of the "structure function" relationship perspective, the multiple logical relationships between the two were systematically examined. Based on this institutionalized logical approach, a development path based on reality and forward-looking exploration was proposed.
