| 领导干部和公务员科学素质发展受多种因素影响,科技信息获取渠道是关键要素之一。本文基于第十四次中国公民科学素质抽样调查数据,分析了我国领导干部和公务员科学素质发展现状,利用科技信息渠道获取科技信息的情况,采用二元logistic回归分析,研究科技信息获取渠道对其科学素质发展的影响。研究发现,科技信息获取渠道对领导干部和公务员科学素质提升有显著作用,但不同渠道影响存在差异,网络渠道对科学素质提升的作用更为明显,传统媒介和科技培训仍具影响力,但其作用存在群体异质性;使用合适的科技信息获取渠道能部分消解由于性别、城乡、地域、年龄、教育等因素带来的科学素质发展结构性不平衡。据此提出,优化科技信息传播渠道,构建多元化、精准化的科学素质提升体系;促进科普信息公平化,强化差异化供给,缩小地域、群体间的科学素质差距;完善政策保障与激励机制,探索对科学素质进行定期测评。 |

| The development of scientific literacy among leading cadres and civil servants is influenced by multiple factors, with access channels to S T information being one of the key elements. Based on data from the 14th National Survey on Chinese Citizens" Scientific Literacy, this paper analyzes the current state of scientific literacy development among this group and their usage of various S T information access channels. Using binary logistic regression analysis, the study explores the impact of these channels on their scientific literacy. The findings show that S T information access channels play a significant role in enhancing scientific literacy among leading cadres and civil servants, though the effects vary across different channels. Online channels have a more prominent impact, while traditional media and S T training still exert influence, though their effects vary across groups. Utilizing appropriate S T information channels can partially mitigate structural imbalances in scientific literacy development caused by gender, urban-rural divide, region, age, and education. Accordingly, the paper proposes to optimize the dissemination channels of S T information and build a diversified and targeted scientific literacy improvement system; promote equitable access to science communication, strengthen differentiated supply, and narrow the scientific literacy gap among regions and groups; and improve policy support and incentive mechanisms, including the exploration of regular assessments of scientific literacy. |
