县域科普资源共建共享效果评估与实践研究 ——以中国流动科技馆区域换展评估为例

Science Popularization Resources at the County Level Co-construction and Sharing: An Empirical Evaluation of the Regional Exchange Model of the China Mobile Science and Technology Museum

      本文以中国流动科技馆区域换展为例，探讨县域科普资源共建共享的实践成效与提升路径。区域换展通过“省统筹、市组织、县实施”的方式，将展览与教育资源下沉基层并共享使用。本文基于“科普能力建设、资源共建共享、科普服务影响”的三维评价模型构建评价指标体系，对全国25个巡展区域的实施成效进行实证评估，同时引入敏感度分析等统计学方法，验证指标体系可靠稳定。评价结果表明，财政出资层级显著影响绩效表现，省市级财政主导的区域在资源配置与组织协调方面更具优势，而展教活动开发不足和跨部门协作薄弱是当前共性问题。基于评估结果，本文提出优化制度设计、建立标准化展教供给、推动地方协同等对策建议，为县域科普资源建设与公共服务均衡发展提供实践参考。

英文摘要:

      The regional exhibition exchange model of China’s Mobile Science and Technology Museum coordinates exhibitions and educational resources across provinces, cities, and counties, with resources rotated among localities to improve access and promote balanced county-level science popularization. An evaluation framework was developed based on three dimensions—capacity development, resource sharing and service effectiveness—and use to construct a comprehensive indicator system. Implementation outcomes from 25 regional exchange units across the country were empirically assessed. The reliability of the indicator system was tested through sensitivity analysis. Findings indicated that regions primarily financed by provincial and municipal governments achieved greater efficiency in resource allocation and organizational coordination. However, insufficient development of educational activities and weak cross-sectoral collaboration were identified as common challenges. Key recommendations include to optimizing institutional design, standardizing educational resource provision, and strengthening local collaboration, so as to support the balanced development of county-level science popularization infrastructure and public cultural services.
