Examination and Recommendations Regarding Policy on Free Access of Science and Technology Museums in China

      科技馆免费开放政策实施 10 年来，有效促进了科技馆建设规模的持续扩大和服务效能的显著提升， 在推动科普资源公平配置、提升全民科学素质方面取得显著成效，为科技馆可持续发展提供了有力支撑。 然而，面对新时代高质量发展的要求，免费开放政策在实施过程中逐渐显现出一些需要进一步优化的问题。 本研究基于政策过程理论，重点从政策规划、政策实施、政策结果与评价 3 个维度展开问题分析，并针对 性地提出完善经费保障机制、优化经费分配测算标准、建立绩效评价体系等对策建议，以期为科技馆免费 开放政策的优化升级提供理论参考。

英文摘要:

      The policy on free access to science and technology museums（S&T Museums），implemented over the past decade，has effectively facilitated the continuous expansion of S&T Museum infrastructure and a significant enhancement of their service capacity. It has achieved notable results in promoting the equitable allocation of popular science resources and improving the citizens’scientific literacy，thereby providing strong support for the sustainable development of S&T Museums. However，confronted with the requirements for high-quality development in the new era，certain issues necessitating further optimization have gradually emerged during the policy’s implementation. Based on the policy process theory，this article focuses its analysis on three dimensions：policy planning，policy implementation， and policy outcomes and evaluation. It subsequently proposes targeted countermeasures and suggestions， including improving the funding guarantee mechanism，optimizing the standards for fund allocation and calculation，and establishing a performance evaluation system. The aim is to provide theoretical reference for the optimization and upgrading of the free access policy for S&T Museums.
