      建设创新型国家的根本目的就是要让科学技术充分惠及亿万人民群众。本文基于高校科协在促进科普创新方面独特的重要作用，阐述重庆大学科协十余年来开展科普工作的实证案例，剖析高校科协在科普创新中存在的问题，并提出“科学必然要科普，科普必然应科学”的科普创新试探性观点。

英文摘要:

      The basic purpose of constructing an innovational country is to improve people's benefit from the development of science and technology．Firstly，this paper discovers the functions of the universities' Association for Science and Technology in promoting innovation in science popularization． By analyzing the case of Associations for S&T in Chongqing University for many years， some urgent problems have been put forward． Finally，a new viewpoint， that science needs science popularization，meanwhile science popularization must be scientific，has also been brought forward for discussion．
