      从公共政策的角度并结合我国科普和科普政策法规的现状，探讨了科普政策的涵义，提出我国科普政策法规的基本体系，并对重要的全国性的科普政策和法规进行了梳理。并在调查问卷和数据研究分析的基础上对我国科普和科普政策法规运行中存在的问题进行了分析和研究，在此基础上提出有关对策和建议。

英文摘要:

      This paper aims to study the meanings of science popularization，raise the basic system of policies and regulations on science popularization，and clear some significant national policies and regulations. In addition，this paper does an informative analysis and research in terms of Chinese science popularization and its policies and regulations，which are based on a large number of questionnaire and data analysis. Finally，there are relevant countermeasures and suggestions to the development of Chinese science popularization policies brought up in this paper.
