      总结回顾公民科学素质建设经验对更好更快地提升我国公众科学素质具有重要意义。本文以 1999 — 2018 年间我国公民科学素质建设为主线，采用德尔菲法，按照主要特点和完成的阶段性任务将我国 公民科学素质建设分成三个时期：顶层发动期、政府推动期和社会启动期。对每个时期的建设成就进行了 评价，并对公民科学素质建设的前景进行了展望。

英文摘要:

      Summarizing and reviewing fine experience of public science literacy is of immense importance to improve the overall science literacy in China. Mainly based on the achievements garnered for science literacy in China from 1998 to 2018，science literacy progress is divided into 3 major periods by adopting the principle of Delphi method，namely，Top-level design period，Government-led promotion period，Socially- mobilized period. Finally，the prospect of science literacy building is further discussed.
