      本文从分析科普人才的基本概念入手，对科普人才及其队伍的构成、基本特点、存在的主要问题，以及产生这些问题的主要原因，进行深入研究。提出在新的历史条件下，加强科普人才队伍的建设和培养，既是落实国家发展战略的要求、社会发展的需要，也是科普事业自身发展的基础和关键之举。作者认为，科普人才队伍的培养和发展须遵循“正规教育与培训提高相结合，激励与引导相结合，战略布局与局部提升相结合”的原则，在进行调查研究和科学规划的基础上，系统地培养和开发科普人才，并结合开展人才评估，提高科普人才队伍的素质和质量，以满足各方面对科普工作和科普人才的要求。

英文摘要:

      Based on analyzing the structure，features，main problems and their causes existing in the Talents Team of Science Popularization (TTSP) and exploring the history of its development，the author maintains that it is very important for China to develop the TTSP through training and education either in school or out of school．It is also the urgent need for both carrying out the national development strategy and fulfilling the substantial development of the society，and the fundamental and critical measure for the development of science popularization enterprise itself. He proposes that “the collaboration of school education and special training，the integration of policy encouragement and guidance，the unification of the whole development and the partial improvement in Talents training” be the principles of developing the TISP．Therefore，it is necessary to well understand the current situation and make plans for educating and training TTSP in a systematic wav．It is also imperative to practice Talents evaluation in the process of their training in order to meet the needs and requirements of TTSP in terms of quality and quantity．
